Bradford administrator Brendan Guilfoyle says news of an offer from Super League (Europe) Ltd to buy the club is "totally unexpected".
The league and its clubs have got together to table a bid for the struggling Bulls, who have been locked in talks over their future for weeks, with the RFL continuing to reject conditional offers from an interested consortium.
Guilfoyle said: "It was totally unexpected and is completely unprecedented, but a brilliant development.
“If the deal goes ahead then the Bradford Bulls will become the first club ever to be owned by the Super League clubs themselves.
“The administrators are considering the offer today and will be working closely with SLE and the RFL to reach a speedy conclusion. SLE and the RFL would continue to run the club as a going concern."
While bids from the ABC consortium were believed to want guarantees over Bradford's Super League future, a takeover from the league and its clubs could result in the Bulls staying in existance in its current entity, thus paying off its outstanding debts.
