Forwards Harrison Hansen (Wigan) and Sia Soliola (St Helens) are the only Super League-based players named in Samoa's World Cup squad.
They were both in the Exiles team that played England in the 2013 international origin match at Warrington in June.
There are no places for Saints duo Francis Meli and Tony Puletua, who were among eight Super League representatives to appear in the last tournament in 2008, but the squad includes two NRL-based players moving to Super League in 2014.
They are former New Zealand captain Roy Asotasi, who is joining Warrington, and St Helens-bound forward Mose Masoe, while coach Matt Parish has also included former Huddersfield second rower David Fa'alogo, another ex-Kiwi international.
Samoa were the last of the 14 nations to submit their 24-man squads ahead of today's deadline as they waited for a final fitness check on Manly Sea Eagles centre Steve Matai, who failed to recover from an injury sustained in last Sunday's Grand Final defeat by Sydney Roosters.
Samoa, who have former St Helens and Great Britain half-back Sean Long on board as assistant coach, open their World Cup campaign against holders New Zealand at Warrington on October 27.
